Issue withholding-tax certificates, track per-supplier and build periodic summaries
Withholding-tax certificates are still produced by hand in most businesses, and a wrong figure on an issued certificate is hard to walk back. This module lets you define WHT types and rates, record the tax withheld on supplier or customer payments, and issue numbered certificates whose base, withheld and net amounts are computed automatically. An issue-and-file lifecycle locks the figures once issued, and a period summary buckets certificates by type and counterparty for an annual or quarterly return. It is multi-country and BYOK: it produces the documents and figures, and leaves the actual filing under your control. It suits finance teams and accountants in withholding-tax jurisdictions and UK businesses with overseas or CIS-adjacent deductions.
Key Features
WHT type catalogue
The gb.wht.type model defines each withholding type with its rate, country, a base_type of gross or net-of-VAT, the WHT ledger account and a partner_type of supplier or customer. Codes are unique per company and compute_wht returns the base and withheld amount for a given gross.
Computed numbered certificates
gb.wht.certificate records the counterparty, gross and VAT amounts and rate; _compute_amounts derives the taxable base (honouring net-of-VAT types), the wht_amount and the net_amount payable. Selecting a WHT type auto-fills the rate, and an ir.sequence assigns the certificate number on issue.
Locked issue lifecycle
Certificates run draft, issued, filed, cancelled with mail.thread tracking. action_issue stamps issued_on and blocks zero-WHT certificates; once issued or filed the write guard refuses changes to gross_amount, rate, wht_type_id or partner_id, and filed certificates cannot be cancelled or deleted.
Per-counterparty ledger
Each certificate links to a res.partner counterparty and an optional source account.move, and gb.wht.type.action_view_certificates lists every certificate for a type. partner_type and country flow through from the WHT type so you can see exactly what has been withheld per supplier.
Period summary builder
The gb.wht.summary model's action_compute gathers issued and filed certificates in a date range and buckets them by WHT type and counterparty into gb.wht.summary.line rows, totalling gross, base and WHT. action_file locks the period ready for an annual or quarterly return.
Base, rate and period validation
Constraints enforce a strictly positive gross amount, a rate between 0 and 100, and a period start no later than its end, on both certificates and WHT types. This keeps the ledger figures defensible before they roll up into a filed summary.
Multi-country, BYOK filing
WHT types carry a country so UK CIS-adjacent and overseas withholding are both supported, with no accreditation dependency. The module generates the certificates and summary figures only; you submit through your own channel.
